The Extended Information Lifecycle

A colleague of mine currently works in a relatively influential position in the government with respect to managing information. More to the point, this person, who is a government employee, exerts influence over the sharing of data collected as a result of one or more government projects. I need to be a bit abstract here, but these projects involved surveys associated with monitoring the performance of regulated companies providing services to the citizenry, and my colleague is interested in releasing this data to the public in one form or another.
